The objective of this task order is to provide the PM Reset, PEO Aviation, with Technical Logistics and Specialized Engineering support services for Reset program execution. The technical lead/proponent for these services is the U.S. Army AMCOM Project Manager - Reset. Avion has provided technical support to PM Reset in the areas of program integration, operational analysis, logistics technical services, assistance engineering, and specialized engineering and technical support. This support includes providing a varied range of technical, logistics and engineering technical support services and the associated assistance to the PM-Reset in fulfilling their mission objectives. Avion provides assistance in the planning, organization, and overseeing the critical aspects of the Reset Program. Avion provides high quality logistical services in the following areas:
- Supports integration of all logistic and maintenance information to assist the PM Reset operational decision making process;
- Provides analysis and integration of data from the programmatic and logistics functions, and synthesis of data to present project status, long range plans, and program accomplishments in relation to program objectives, budgetary constraints, schedules and technical requirements;
- Interfaces with all regiment, program office and other Government agency and service component program management and functional disciplines, as necessary;
- Provides specialized engineering services to support Reset program objectives;
- Tracks the applied enhancements to assess the effectiveness of correcting Critical, Safety, Readiness, and Warfighting deficiencies;
- Supports the development/management of the RESET aircraft configuration control database;
- Serves as the central collection point for all technical, cost and performance data and provide performance/cost evaluations and analysis;
- Provided Reset liaison support to the AMCOM Integrated Materiel Management Center (IMMC) National Maintenance Program Division (NMPD) for all Unit Level Logistics System – Aviation (ULLS-A), TB1-1500-341-01, and 2410 tracked component issues;
- Tracks applied Modification Work Orders (MWOs);
- Monitors Army directed Inspection/Repair (I/R) requirements and recommend problem resolution;
- Assists as required with the coordination with MACOMs and Army Staff;
- Assists in the compilation of I/R, C/BD, Recapitalization and Reset work accomplished by location;
- Assists in the coordination of data/reports for the Logistics Operations, Technical Support, and Business Operations divisions under PM - RESET; and
- Analyzes problems, defining alternative solutions, provide recommendations, prepare reports, and accomplish specifically assigned work as defined by the customer.
- Provides Quality Assurance (QA) support for PM – RESET, including conducting site visits.
- Develops Work Breakdown Structure (WBS) to streamline and optimize the Reset process.
- Develops and maintain the PM – RESET website.
Avion has also assisted the PM-Reset as a member of the automated systems team. In that capacity, Avion personnel have developed requirements for PM-Reset automated systems, and assisted in the planning, implementation, and modification of those systems. Avion has supported the development of three separate automated systems that work in conjunction to collect, organize, analyze, and disseminate information about the Reset effort. Each of those systems is described below.
- Avion personnel identified the data requirements for PM-Reset and assisted in the development and management of a web based data management system. The PM Reset WebDesk supported website is in use by the field sites, and provides access to briefings, Reset Production Support data files, Reset databases, Reset Technical bulletins, aircraft parts information, and historical Reset data files. Avion Inc., personnel serve as the PM Reset web site administrator for administrative access requirements.
- Avion has worked closely with AEPCO and PIMSOL in developing the PCSII system to automate the organization and top-level analysis of PM-Reset data. Avion personnel defined requirements for the PM-Reset system, developed automation methodologies, and continue to refine the PCSII system to add functionality in support of new PM-Reset objectives. Avion personnel have used the PCSII system to automate the PM-Reset master aircraft induction schedule. We have also automated the generation of briefing slides, presentations, and graphical representation of top-level program information. Using the PM-Reset website, customers can use PSCII to generate/view custom reports. Avion personnel continue to work with PIMSOL programmers to develop and define additional reports and metrics.
- The PM-Reset tasked Avion to be the interface between PM Reset and other AMCOM Divisions. Avion works closely with Logistics Division personnel to finalize the Reset Production Report requirements and develop a forecasting tool for the Logistics Division for Reset inductions and slot estimations. Avion also works with the Earned Value Management group of the Business Division to automate reporting requirements, and we interface with the Assistant Program Manager (APM) for Enhanced Desert Maintenance (EDM) to achieve migration of all EDM to the PM Reset PCSII site.
In addition, Avion personnel worked with AMSAA data collection personnel to evaluate the availability of data from the AMDS system. AMDS is the automated phase inspection book in which all unscheduled maintenance actions are recorded. Additional data elements were added to the AMDS data to ensure completeness. As completed phase books are imported into the AMDS system, they are printed, by Aircraft tail number, selecting the completed 2408-13-1 records that are signed off as completed. From the completed events, actions which are considered Unscheduled Maintenance Actions (UMA’s) are selected and assigned a functional group code and a cause code. Avion personnel analyze the data to identify trends with output reports including graphical/tabular displays of man-hours and associated labor costs categorized by Scheduled/Unscheduled Maintenance Actions, functional group, and Reset location.
Avion has also supported the PM Reset in the development, production, and presentation of materials for regular briefings and industry conferences, including the Advanced Planning Briefing for Industry at Redstone Arsenal and the Association of the United States Army Convention in Washington, DC. Avion personnel have also assisted in outlining plans for an engine service center in Balaad, Iraq. Support included travel to Engine Special Repair Activities (ESRAs) to identify equipment, disassembly required, and staffing requirements. That information was used to develop projected cost and manpower estimates.
Avion personnel act as the PM Reset OH-58D Quality Assurance (QA) representative, and provide other support to the QA section of PM - RESET. The assigned tasks are to support the QA section through analyzing data; researching work standardization processes; providing feedback on process improvements; attending process improvement working groups; and providing technical assistance on Reset aircraft related problems
Avion provides full web-site support for PM – RESET. Avion has designed and developed the PM – RESET site architecture, and populated the web with content provided by the various divisions within the PM – RESET.
