Under AMCOM Omnibus 2000 and EXPRESS Delivery Orders, Avion has provided ongoing specialized programming and technical support to the AMRDEC Engineering Directorate’s (ED) Industrial Operations Division (IOD) in reviewing and revising Technical Data Packages (TDP) for all fielded aircraft spare parts. Avion provides programming and analytical support in the automation of the Division’s business processes and overall technical data management for all fielded aircraft spare parts. Avion maintains the Tech Loop Data System TLDS database (dB), including Source Approval Requests (SARs), Spares Technical Data Packages (STDPs), Procurement Work Directives (PWD), intercept and post-award actions, screenings, suspense, Zero Tech Loop (ZTL) Reviews and Ozone Depleting Chemical (ODC) reviews. Technical representatives interface with the Aviation Engineering Directorate (AED) and PMO representatives on a regular basis to discuss technical issues relative to spare parts technical data for UH-60, AH-64, CH-47, OH-58 aircraft and associated propulsion systems. Avion Inc currently initiates or revises technical data for entry into the Joint Engineering Data Management Information & Control System (JEDMICS) repository, the Technical Data Configuration Management System (TDCMS), and the Interim Configuration Management and Procurement Program (ICAPP). Specific efforts include Spares Technical Data Packages (STDPs), Drawings, Parts Lists, Application Lists, Notices of Revision (NORs), Technical Data Package Lists (TDPLs) and TDCMS Sector 0300 and 2800 data. Avion provides input to user guides for ICAPP and TDCMS and training to new personnel in proper use of the JEDMICS, ICAPP and TDCMS software. We also review and evaluate ECPs and Specification Change Notices (SCNs) for incorporation into technical data through initiation of NORs or document revisions. Avion supports the review of referenced specifications and standards in TDPs to identify cancelled, replaced, converted or valid documents; removal of invalid specifications and standards from technical data packages and replace with validated replacements, performance specifications, commercial item descriptions, non-government standards, or information guides. We have also incorporated revisions to performance specifications or commercial item descriptions to replace invalid specifications or standards, and provided technical assistance for coordinating the replacement or removal of common standards used in aviation TDPs.

Avion designed and implemented a Data Management System to facilitate the IOD Tech Loop business processes. Within the Industrial Operations Division, the effective automation of the Tech Loop business processes has been a key element in improved operational efficiency of AMCOM’s acquisition of repair parts for fleet sustainment and the success of the Accelerated Buy Program (ABP) to improve the availability of parts. The work efforts to provide revised TDPs in advance of buy requirements, through use of the Zero Tech Loop Database, has aided in reduction of the ALT/PALT time for Procurement Work Directives (PWDs).
