Under AMCOM Omnibus 2000 and EXPRESS Delivery Orders, Avion provides technical logistics support to the AMCOM Integrated Material Management Command (IMMC) – National Maintenance Program Division (NMPD) in its missions to: develop, build and maintain computer databases of field maintenance historical data; provide data from those databases to field units; and establish and publish field record keeping policies for secondary items. These are key elements for the Army’s supply and value chain management, acquisition logistics and total asset management and visibility initiatives in a wartime environment. Applicable Army regulations, i.e., The Army Maintenance Management System – Aviation (TAMMS-A), mandate the collection of aircraft component operating hours, tracking aircraft components, modules and critical safety items (CSI) by serial numbers and deficiency reporting.

The IMMC Maintenance Consolidated Database System (MCDS) is utilized to identify all efforts associated with capturing/identifying all critical components/ parts that have a “safety related” condition/time requirement. MCDS ensures components/parts are not used beyond their time change (time between overhaul) or their retirement life (maximum allowable operating time) requirements. Components/parts used beyond time limits could have a catastrophic effect resulting in total aircraft loss as well as death or serious injury to crewmembers. MCDS provides support to the U. S. Army Critical Safety Item (CSI) program by tracking the history of these parts from procurement to repairs/overhauls to disposal. The MCDS maintains accurate data management information on a centralized, relational database with the capability of tracking three (3) million unique serial numbers on aviation components/parts valued at $26 billion. Since inception, MCDS has saved the government over 120 million dollars annually in cost-avoidance alone, by providing accurate parts life information to decision makers in the field. Avion provides a key role in this effort; monitoring and maintaining source data (DA PAM 738-751) configuration management in the MCDS. Avion has provided support for the refinement of existing and the development of compatible automated programs/systems to improve the performance of this critical Army Aviation data system. As part of this commitment, Avion supports the Quality Deficiency Reporting System, a streamlined system used by units to report problems or flaws in component quality. Avion has provided specialized programming support to upgrade MCDS to a Relational Database Management System (RDBMS) for enhancement of the system functionality and utility. Avion is a leader in logistical implementation of Automated Identification Technology (AIT); currently Unique Identification (UID), 2D Matrix and several other AIT initiatives are being implemented into the MCDS family of database systems. Avion supports the maintenance/update of the AMCOM IMMC MCDS Legitimate Code File (LCF). This database contains all configurations of each aircraft component in the Army supply system requiring TAMMS-A reporting and is the information source for Publication/Revision of TB-1-1500-341-01. This LCF is used to support the Unit Level Logistics System - Aviation (ULLS-A) Program and will interface with the ULLS-A SCP6 initiative mandated by G-4 for world-wide Army Aviation fleet implementation. In the immediate future, Avion will support an AMCOM G-4 initiative to introduce an enterprise-level, logistics coordination system known as TRIBAL Knowledge Grid. This system will fully link field users with administrative, logistics, maintenance and other support personnel to provide immediate feedback for user requests for information.

Avion also provides support for the Depot Level Maintenance Database (DLMD) program. We analyze maintenance policy, procedures and regulations and have recommended improvements for Depot interface with IMMC. The DLMD system provides over 200 Depot and Contract employees with the ability to reference equipment or components received from the field to existing 2410 records and then update those 2410 records at specific stages during the refurbishment of the component. DLMD utilizes the MCDS LCF as a source of parts data required to be tracked within the system along with access to 2410 and 2408-16 records. This program was developed utilizing Oracle and implemented in the Corpus Christi Army Depot (CCAD) to automate the previous paper-based system used to account, track, and manage critical aircraft components. Implementation of DLMD has streamlined the approach to entering this critical data, managing the data while in the depot, and exchanging the data in a timely manner with other systems. Avion has developed training materials and provides on-site DLMD training throughout the Depot environment. Avion is now supporting development of a web-based version of DLMD containing a larger suite of user tools, advanced AIT compatibility, and true Joint Functionality with Navy and Air Force component tracking systems.

In summary, Avion, Inc. is providing a fully integrated approach to all aspects of the DA 2410 management system, supporting coordinated database development programs at the User, Depot & National levels. The improvements in data management systems will minimize errors, improve processing time and reduce mission risk. Accurate aviation maintenance historical records configuration management are essential for flight safety, an enhancement offered by improved NMPD functionality.
