Avion has provided uninterrupted system engineering support to the AMCOM Aviation Engineering Directorate (AED) for technical support to the Cargo Helicopter Project Manager (PM) under AMCOM Omnibus 2000 and EXPRESS Delivery Orders. Avion provides airworthiness qualification expertise, program support, system engineering, test and evaluation, data management, and system safety. Our efforts support technical and management decisions concerning the planning, implementation and execution of CH-47D modifications, and the Improved Cargo Helicopter (ICH) program. Our support includes interface with Headquarters DA, PEO-AVN PMOs, AMCOM program elements, other Army major system commands, U.S. Army TRADOC agencies, and industry prime contractors/subcontractors.
Avion evaluates modifications/alterations from the standard configuration, provides recommendations and prepares Airworthiness Releases (AWR) and Contractor Flight Releases (CFR). We provide engineering services in support of safety and capability modifications (ECPs, MWOs, etc.). We provide input to aviation technical observations & basic studies, prepare Safety of Flight (SOF) and Aviation Safety Action Messages (ASAM), review and provide input on test plans, test reports, technical issues, specifications and prepare Flight Test Releases and CFRs. Avion processes requests for CH-47D AWRs for installation of non-standard configuration or developmental equipment, test, and airworthiness qualification. Avion prepares, Airworthiness Qualification Specifications (AQS), Airworthiness Qualification Substantiation Reports (AQSR), Interim Statements of Airworthiness Qualification (ISAQ), and technical positions on airworthiness issues. This includes analyzing and processing test plans, test reports, and other technical data in support of the final AWR.
Avion provides engineering support in the preparation, coordination and issuance of System Safety Risk Assessments (SSRA), ASAM, SOF, and Maintenance Information Messages (MIM). Avion performs extensive interface with the OEMs and PMO in the evaluation/technical responses to ECPs for CH-47D aircraft modifications. Avion personnel provide support in the analysis/resolution of aircraft non-standard repair requests, Field Incident Reports (FIR), proposed changes to technical manuals, and requests for technical assistance from CH-47D operators, maintainers, and program management personnel. Avion reviews CH-47D aircraft, systems and parts for Critical Safety Items (CSI) and Engineering Testing requirements, including critical characteristics (CC), review of technical specifications, test plans, and test reports; and provides coordinated resolution, including the associated intercept and post award actions. Avion reviews alternate source/vendor approval requests, and supports the final determination. Avion provides analysis and processing of Category I Deficiency Reports (DR), review of recommended manual changes, coordinates responses to requests for deviation(s)/waiver(s) and ECPs for spare parts acquisition and serves as lead technical advisor for processing of DRs. We also provide systems engineering support pertaining to the CH-47 helicopter secondary items. Avion also reviews source approval request (SAR) packages authorizing alternate sources for competitive acquisition of spare parts, and provides guidance and advice on new DoD/Army regulations, updated regulations, revised procedures and streamlined acquisition initiatives.
